Tom Watkins a Councilman from
the
Bill Cline was present to
discuss the income tax levy. He said he felt that he was being threatened by
the Mayor to vote for the levy or Council would take away the tax credit for
residents who pay income taxes to another municipality. Mayor Moser said it was
not a threat but the Village had to do something. Amweld has announced it will
be closing in the near future. This is a loss of $86,000.00 in withholding
taxes; now more then ever we need this levy to pass in order to provide the
services to the residents.

Ordinance 2007-35, An
ordinance amending Section 923.09 of the Codified Ordinances of the Village of
Garrettsville to increase Sanitary Sewer rates by 8% commencing on January 1,
2008 for the next three (3) consecutive years (2008, 2009, 2010.). Read on
second reading.
Ordinance 2007-38, An
ordinance adding Section 1163.06 of the Codified Ordinances of the Village of
Garrettsville banning the use of exterior furnaces in the Village of
Garrettsville. Read on first reading.

accepting the

Mayor Moser read the bids for
the South Sanitary Sewer Interceptor. (See attached.)
The low bid was $159,671.00
from Northeast Ohio Trenching Company. The Board of Public Affairs has
recommended Council approve the bid pending approval from Arcadis.

accepting the low bid of Northeast Ohio Trenching Services for the Issue 1
Sanitary Sewer Interceptor Project and authorizing the Mayor and

There was discussion on the
BWC issues and rate changes for 2008 and 2009.
Mayor Moser gave Council bids
for Crack Sealing the Streets from GT Contractors and sealing parking lots from
Thomas Asphalt. GT Contractors bid was $24846.00,
$14,999.00 will come from the State
REGULAR COUNCIL (PAGE 2)
Highway Fund and $9847.00
will come from the Street Fund. Thomas Asphalt bid was for $4,450.00. The Clerk
asked Solicitor Mark Manlove if this should be put out for bid because of the
$25,000.00 bid level and Solicitor Mark Manlove said no because this is two
separate projects.

Klamer, seconded by Kaiser to approve the Crack Sealing bid from GT Contractors
and Thomas Asphalt for sealing of the municipal parking lots.

Mayor Moser updated Council
on the Boardwalk Loan Funds. More discussion at a later date.
Mayor Moser discussed the
news of Amweld closing in Garrettsville. Now more than ever we need to pass the
Income Tax Levy. The Village will lose $86,000.00 in income tax withholding
with the closing. We have not replaced three employees that have left the
Village. We are facing serious financial situations and we need the support
from the residents. If the levy does not pass we will need to eliminate the tax
credit given to residents who pay income tax in another municipality. Mayor
Moser told Council if it comes to a tie vote he will vote to eliminate the tax
credit. Mayor Moser announced that on
Bob Matson asked Council to
approve selling Quando to Tim Christopher for $1.00. The dog stays with the
handler and Tim Christopher would like to keep Quando.

$1.00.

Jeff Kaiser spoke with
Council about HB 9. The Village needs to appoint a designee to attend the
training on the new Record Retention Laws. Council appointed the Clerk to
attend the training session.
Chuck Klamer told Council the
Village entrance signs should be up before the snow flies. High Street will be
getting sidewalks weather permitting. The Village Business Showcase is

enter into Executive Sessions for reasons of personnel.
