The meeting was called to order by President Stephanie Byrne with Chris Knop, Fran Teresi, Jeff Kaiser, Bob Matson, Mayor Craig Moser, Superintendent Jeff Sheehan, Attorney Aaron Snopek for Solicitor Michele Stuck, and Linda Hartman for Clerk Nancy Baldwin.

 

Moved by Knop, seconded by Teresi to approve the August 10, 2009 minutes as presented by the Clerk.

Revenue, Expenditure, Cash Balances reports were reviewed.

 

Flow/Precipitation Comparison report was reviewed.

 

Mayor Moser received notification from the Portage County Engineers office that the previously declined funding for the State Street Water Main project is now available under the small governments funding through the state of Ohio. Application deadline is October 16th, 2009.

 

Moved by Knop, seconded by Teresi to approve the spending of funds not to exceed $2000.00 for Arcadis to review and prepare the application for the small government funding through the State of Ohio.

 

Superintendent Sheehan informed the Board that the Source Water Protection workshop will meet on September 16th at the EPA office in Twinsburg.

 

Brosius Rd reservoir developed a crack in the tank.  Jeff has an structure engineer coming to assess the damage and recommend repair strategy.

 

The Western Reserve Land conservancy is looking for sponsors and would like to approach the Village with a project.  There will be no out of pocket money required for sponsorship.  Superintendent Sheehan will invite Western Reserve Land Representative Ed Dengg to the next meeting to present the details.

 

Reviewed the proposed changes submitted by the Village Solicitor on Village Ordinance Section 921.01, 921.06, and 143.04 regarding the water rates for structures within the Village and bylaw authorization. In conjunction with these amendments the trustees also discussed the rules and regulation bylaw section 4.  Further review will take place at the October 12th meeting.

The BPA trustees also discussed the sanitary sewer smoking violation status and requested copies of all violations that are past due and at legal action stage.

 

Mayor Moser notified the trustees that an employee handbook is nearing the final stages of completion and will have Solicitor Stuck e-mail the draft to each trustee for review.  Comments will need to be submitted to Solicitor Stuck by October 7th for consideration at the October Council meeting.

 

Mayor Moser also notified the trustees that Tim Andrews has a senior development/complex in the works for his property behind the TLC complex.  Mayor Moser encouraged the trustees’ involvement.
